On June 2, 2003, US Consulate in Krakow hosted a digital video conference (DVC) on "Public Relations Strategies for Libraries and Information Centers"

The DVC was a part of a two-day international conference on "Public Relations for Libraries, Publishers and Information Centers" organized by the Institute of Library and Information Science, Jagiellonian University and held in Krakow on June 2-3, 2003.

Monica Lofton, Director of Marketing and Communication for the District of Columbia Public Library, stressed the importance of the overall strategic plan of public relations activities as a starting point for any action. She discussed the concept of "Friends of the Library" as a support group that may convey ideas and proposals without the constraints of an official library's policy.

Guy Lamolinara, Special Assistant to the Associate Librarian for Strategic Initiatives at the Library of Congress gave detailed examples of web outreach and digital initiatives that attract new groups to the Library of Congress, e.g. school children.
